MKULTRA Mind Control Cover Up: Congressional Hearings of 1977 & 1995 ACHRE Testimony & Related Material
In 1977 the Senate conducted Hearings on Project MKULTRA, mind control. This page is about the 1977 Congressional Hearings with links to the transcipt of those proceedings and a few points I want to make. Good luck finding any old news videos of the 1977 proceedings, however, there are Victim testimonies from the 1995 ACHRE Hearings available and those are further down the page.

Notice in the thumbnail above that Admiral Turner seems to be trying to lie about Sub Project 54, and is caught at it by Senator Schweiker.

Project Bluebird, one of MKULTRA predecessor's, had the following objectives:
* Learn how to condition subjects to withstand information from being extracted from them by known means
* Develop interrogation methods to exert control
* Develop memory enhancement techniques
* Establish ways to prevent hostile control of Agency personnel
Project MKULTRA had these objectives (see page 167-168 of this pdf, an anlysis of Project MKULTRA, The CIA's Program Of Research In Behavioral Modification 1977 Congressional Report That is not the same pdf that I gave a link to earlier, the first pdf was the actual Report fom the Government Printing Office.
1 - Substances which will promote illogical thinking and impulsiveness to the point where the recipient would be discredited in public
2 - Substances which increase the efficiency of mentation and perception
3 - Materials which will prevent or counteract the intoxicating effect of alcohol
4 - Materials which will promote the intoxicating effect of alcohol
5 - Materials which will produce the signs and symptoms of recognized diseases in a reversible way so that they may be used for malingering, etc...
6 - Materials which will render the induction of hypnosis easier or otherwise enhance its usefulness
7 - Substances which will enhance the ability of individuals to withstand privation, torture and coercion during interrogation and so-called "brain-washing"
8 - Materials and physical methods which will produce amnesia for events preceding and during their use
9 - Physical methods of producing shock and confusion over extended periods of time and capable of surreptitious use
10 - Substances which produce physical disablement such as paralysis of the legs, acute anemia, etc...
11 - Substances which will produce "pure" euphoria with no subsequent let-down
12 - Substances which alter personality structure in such a way that the tendency of the recipient to become dependent upon another person is enhanced
13 - A material which will cause mental confusion of such a type that the individual under its influence will find it difficult to maintain a fabrication under questioning
14 - Substances which will lower the ambition and general working efficiency of men when administered in undetectable amounts
15 - Substances which promote weakness or distortion of the eyesight or hearing faculties, preferably without permanent effects
16 - A knockout pill which can surreptitiously be administered in drinks, food, cigarettes, as an aerosol, etc., which will be safe to use, provide a maximum of amnesia, and be suitable for use by agent types on an ad hoc basis
17 - A material which can be surreptitiously administered by the above routes and which in very small amounts will make it impossible for a man to perform any physical activity whatsoever

MKULTRA is mind control and other experiments on people - without the victim's knowledge. This has been ongoing since 1947. The Joint Chiefs of Staff brought about 9,000 Nazis here secretly to start experimenting on our people in 1947. There is a related video further down the page.
MKULTRA, and only some of the secret experiments on our citizens, were first uncovered in 1972, but it took 5 years to get Congressional Hearings started.
In 1972, CIA Director Richard Helms ordered the destruction of all MKULTRA files in anticipation of those Senate Hearings, which were held off for 5 years while the perpetrators covered their tracks.
So the 1977 Senate hearings on MKULTRA were mostly based on testimony of surviving victims because CIA Richard Helms had all the paperwork destroyed.
At the Congressional hearings in 1977, the CIA testified that MKULTRA experimentation on our citizens had ended.
But one CIA official stated that MKULTRA experimentation on our citizens had not stopped, and he said that We The People were lied to.
14-year CIA veteran Victor Marchetti has stated in various interviews that the CIA routinely conducts disinformation campaigns and that CIA mind control research continued. Read the short Wiki on MKULTRA and Marchetti here.
In a 1977 interview, Marchetti specifically called the CIA claim that MKULTRA was abandoned a "cover story." We know today that Marchetti was telling us the truth.

A key betrayal by our Congress in 1977 was the Congressional vote to not publish the Pike Report - and Congress voted to suppress the Pike Report without even reading it.
However, The Pike Report was published and distributed worldwide, except it was banned in the United States.
It does not make sense that the book is banned in the United States because of so called National Security interests, but the Pike Report is available in any other country. I'm still trying to procure a copy of the book.
The Jonestown Massacre, which immediately followed the murder of Congressman Leo J. Ryan who was there to investigate, is alleged to have been part of an MKULTRA experiment. ACHRE was the Advisory Committee on Human Radiation Experiments. The Advisory Committee also heard testimony from mind control victims, which the Committee downplayed as much as possible.
